Denise Koster is a licensed Private Investigator and a transformative leader in elder justice who's four decades of frontline, senior leadership, and consulting experience have advanced systemic change across Ontario’s care, community, and health systems. In 1994, after the murder of one of her elderly clients, Denise founded Koster Consulting &
Associates a trauma-informed investigative consultancy that has since, completed thousands of investigations, policy audits, and training initiatives, moving beyond compliance, using intersectional, restorative, and survivor-centred approaches to catalyze cultural and structural reform.
Denise’s influence includes serving as a subject matter expert and trainer for the Government of Hong Kong, Ontario’s Elder Abuse Strategy, and the Canadian Centre for Elder Law.
Denise has evaluated key provincial initiatives, including the Ontario Family
Councils Program and Project S.A.V. and her keynote addresses at Elder Abuse Prevention Ontario and the Global Conference on Ageing have created global discourse on aging, equity, and institutional accountability.
Holding an LL.M. in Dispute Resolution from Osgoode Hall Law School and currently in the process of obtaining her PhD in Gender, Feminist and Women’s Studies at York University, Denise’s research challenges dominant biomedical models of aging and reframes institutional care as a site of resistance, transformation, and justice.
As a seasoned visionary advocate, Denise is committed to building systems in which older adults not only live free from harm but also flourish with autonomy, dignity, and collective care.
